You've booked your flight to Berlin, your hotel has been approved, and your meeting schedule is 100% complete. It seems like you can close your laptop and calmly prepare for your departure. Then, the HR department asks, "Do we have an A1 for you?" Questions start to swirl in your head: Is an A1 certificate required for a regular business trip? Is it only for construction workers and those sent on assignments for several months? Who should submit the application: the employee or the employer? And is an A1 certificate also required for a one-day meeting abroad? In this guide, we explain everything step by step.
What is an A1 certificate?
An A1 certificate, also known as an A1 document or A1 form, is an official confirmation of which country's social security regulations apply to a given individual. If the A1 certificate was issued by the Polish Social Insurance Institution (ZUS), the document confirms that the employee remains covered by the Polish social security system during the period specified in the certificate. They do not then have to pay contributions a second time in the country to which they were sent. As ZUS explains, the primary purpose of the A1 is to confirm that the person holding the document is covered by the social security system of the issuing country. Detailed instructions are described in the official ZUS guide How to Obtain an A1 Certificate.
Is an A1 certificate needed for a business trip?
In many cases, yes. If an employer sends an employee to another country to perform professional duties, they should check whether an A1 visa is required for that person. This can apply to both a multi-month assignment and a short business trip. Professional activities include:
- meeting with a client or contractor,
- trade negotiations,
- participation in the conference,
- participation in industry fairs,
- training,
- audit in a foreign branch,
- product presentation,
- project management,
- repair or installation of the device at the customer's premises,
- work at a company's headquarters abroad,
- inspection or acceptance of the work performed.
The EU portal Your Europe, dedicated to travel and posting of workers, states that traveling to a conference, meeting, trade fair, or training course is not usually considered posting under the regulations on posted workers if the employee does not provide a service in the host country. However, this does not mean that the A1 form can be omitted. From a social security perspective, the employer should still request documentation confirming the applicable legislation.
Business trip and employee delegation – why are they not the same?
In everyday language, we often use the terms "business trip" and "business trip" interchangeably. However, in legal terms, they can refer to different situations. A business trip is usually an incidental and short-term trip undertaken at the employer's request. It might be a meeting, training session, conference, or even a visit to a trade fair. An employee's secondment, on the other hand, involves temporarily performing work or providing a service in another country. An example might be sending a technician to install a machine at a foreign client's premises, or a consultant carrying out part of a project at a contractor's premises.
The distinction is important because additional responsibilities may arise when delegating:
- registration of the employee in the host country;
- application of some local employment regulations;
- compliance with local remuneration rules;
- storing required documents;
- designation of a person to contact local authorities.
The A1 certificate, however, covers social security. Therefore, it may be needed both for posting and for regular business trips.
Is A1 needed for a one-day business trip?
The length of the trip isn't the only criterion. There's no general rule that an A1 form becomes necessary only after several days or weeks of work abroad. Therefore, a one-day business meeting can also justify requesting an A1 form. Employees shouldn't assume the trip is "too short" to handle the formalities. It's best to report the foreign trip to the HR or payroll department or the person responsible for business trips. It's up to the company to assess the nature of the trip and initiate the appropriate procedure.
Which countries require an A1 certificate?
Document A1 is used within the framework of the principles of coordination of social security systems, including temporary work:
- in European Union countries;
- in Norway;
- in Iceland;
- in Liechtenstein;
- in Switzerland;
- in Great Britain - on the terms set out in relevant agreements and protocols.
If an employee is traveling to a country outside this area, it's important to check whether Poland has a social security agreement with that country and what document is required. This won't always be an A1.
Who should apply for an A1 certificate?
The application may be submitted by:
- employer;
- employee;
- self-employed person (JDG).
In the case of an employee temporarily sent by a company, the application is most often submitted by the employer, the HR or payroll department, or a person with appropriate authorization. The Social Insurance Institution (ZUS) states that in exceptional circumstances, the employee can do this themselves. From the perspective of the traveler, one rule is most important: Before you begin filling out the application yourself, report the trip to your employer and check who at the company is responsible for the A1 form.
How to obtain an A1 certificate? Employee instructions
If you are going on a business trip abroad, go through the list below.
Step 1. Report your foreign trip to the company
Provide the person responsible for delegations with:
- country and place of departure;
- start and end dates of the trip;
- purpose of the trip;
- a description of the activities you will perform;
- data of a foreign client, branch or event organizer;
- information whether similar trips take place regularly;
- information about work or activities performed simultaneously in other countries.
Step 2. Ask who is applying
In most companies, this will be handled by the HR or payroll department or an external accounting firm. If the organization doesn't have a specific procedure, establish responsibilities before booking or immediately after the trip is approved.
Step 3. Provide the required data
The company may ask you to, among other things:
- name and surname;
- PESEL or identity document details;
- residential address;
- employment information;
- exact period of stay;
- place of carrying out professional activities;
- description of tasks carried out abroad;
- data of a foreign entity;
- information about previous or parallel work in other countries;
- a document confirming legal stay in Poland - in the case of a third-country citizen.
Step 4. Wait for information about submitting the application
If your business trip is imminent, ask for confirmation that your application has been submitted. Proof of submission alone is not the same as an A1 form, but it can show that your employer has initiated the process.
Step 5. Download the document before departure
Once the certificate has been issued, it is worth having:
- document on your phone or computer;
- a copy saved outside the company email;
- A1 printout, especially if you plan to work on the premises of a plant, construction site, warehouse or other place where an inspection may take place.
The electronic A1 form is transferred to the PUE/eZUS profile. ZUS confirms that a printout of the document received electronically has the same evidentiary value as a traditional paper certificate.
How to submit a US-3 application to eZUS? Step-by-step instructions
In the typical case of a Polish employer temporarily sending an employee to one country, the US-3 form is used. According to the official instructions for obtaining an A1 form for a posted employee, the procedure is as follows:
- Log in to PUE/eZUS.
- Go to the service catalog.
- Search for "US-3".
- Select the service regarding the issuance of an A1 for a posted worker.
- Launch the application wizard.
- Complete the details of the employee, employer and foreign trip.
- Add any required attachments if applicable.
- Check the summary.
- Sign the application electronically using one of the available methods.
- Send the document to ZUS.
- Wait for an email or text message about the prepared document.
- Log in to eZUS again.
- If the system requires it, sign the Official Certificate of Delivery.
- Download A1 certificate.
Note on the choice of form
The US-3 is appropriate for the typical situation where a Polish employer temporarily sends an employee to one country. However, it will not be appropriate in every case. A different approach may be required for:
- regular work in two or more countries;
- simultaneous employment and business activity;
- temporary transfer of the activities of a self-employed person;
- performing work for several employers;
- work of a member of the flight crew;
- performing work at sea;
- a situation covered by an exceptional agreement between state institutions.
If an employee regularly travels to multiple countries for work, they should not automatically submit a separate US-3 for each trip. First, they should determine whether their work is typically performed in two or more countries.
How long does it take to get an A1 certificate?
This is one of the most frequently searched questions regarding the A1 document. According to ZUS, the certificate will be issued:
- immediately - if ZUS receives all the information and has no doubts;
- within one month of submitting the application - if it is necessary to conduct an investigation;
- within two months - if the case is particularly complicated.
"Immediately" does not guarantee same-day issuance. Therefore, it's best to have the A1 form submitted at the travel approval stage, not just the day before departure. The following factors may delay the process:
- missing data;
- inconsistent description of the trip;
- no attachments;
- employment or activities in several countries;
- doubts regarding the employer's actual activities in Poland;
- no information about previous insurance coverage;
- the need to clarify the foreigner's situation.
A1 certificate for Germany – is it needed?
Germany is one of the most common business travel destinations from Poland, so the phrase "A1 certificate Germany" appears particularly frequently. The principle is the same as for other EU countries: if an employee is carrying out professional activities during the trip, the company should verify the requirement to obtain an A1 certificate.
Business meeting in Germany
If you're traveling to a meeting, negotiation, conference, or trade fair and aren't providing a service to an entity in Germany, your trip is usually exempt from posted worker regulations. However, you may still need an A1 form to confirm your participation in the Polish social security system.
Installation, service or project implementation
If, during the trip, the employee:
- assembles the machine;
- repairs the device;
- performs construction work;
- provides consulting services at the client's premises;
- participates in the implementation of the contract;
- performs operational work in a German enterprise,
In addition to the A1, you should also check the German regulations regarding the posting of workers and notifications. Simply having an A1 does not replace these obligations.
Regular trips to Germany
If an employee constantly alternates between Poland and Germany, their situation may be considered as performing work in two countries. In this case, the procedure may be different than in the case of a single posting. Therefore, the purpose and frequency of travel should be described in accordance with the actual situation.
What does an A1 certificate look like?
A1 is a standardized document used in countries covered by the coordination of social security systems.
It includes, among others:
- details of the insured person;
- her professional status;
- employer or business details;
- the country whose legislation applies;
- validity period of the certificate;
- information about the place or places where work is performed;
- basis for issuing the document;
- details of the issuing institution;
- document number.
The document received from ZUS is electronic. It's worth checking whether the period and country indicated on the A1 form correspond to the actual trip. The authenticity and validity of the document can be verified using the A1 certificate authentication service.
Does the A1 replace the EHIC card?
No. A1 and EHIC have completely different functions.
| Document | What confirms this? |
| A1 | Indicates which social security system the employee is subject to |
| EHIC | Confirms the right to necessary health services during a temporary stay |
| Travel insurance | May cover medical expenses and other risks as per policy terms |
| Visa or work permit | Confirms the right to enter or work, if required |
Possessing an A1 card doesn't automatically guarantee full coverage for medical expenses abroad. Before leaving, you should check your European Health Insurance Card (EHIC) and company insurance separately. What are the penalties for not having an A1 certificate?
Consequences depend on the country, the type of work performed, and the circumstances of the inspection. Failure to provide an A1 may result in, among other things:
- the need to clarify in which country contributions should be paid;
- questioning the affiliation to the Polish insurance system;
- problems during employee or employer inspections;
- delay in starting work;
- the need to urgently provide additional documents;
- risk of sanctions provided for in the law of the host country.
Don't automatically duplicate a single fine found online. Obligations and penalties vary between countries and types of work.
ZUS recommends applying for an A1 form in advance and warns that the lack of a document may have negative consequences during an inspection abroad.
Employee checklist before a business trip abroad
Before leaving, check:
- Has the trip been approved by the company?
- Have the staff received the country, date and purpose of the trip?
- Are the activities you will be performing described?
- Has the company checked the obligation to obtain A1?
- Was the correct type of request used?
- Have you received an A1 or information about the stage of your case?
- Are the period and country on A1 correct?
- Is it necessary to register a posted worker?
- Do you have an EHIC and appropriate insurance?
- Have visa requirements and entry documents been checked?
- Do you have copies of documents available outside of your email inbox?
- Does the company know the travel plan and how to contact them if there are any problems?
Before continuing your trip, it is also worth registering your trip in the Odyseusz system and checking visa requirements and recommended vaccinations.
A1 as part of the corporate travel process
Problems with A1 forms often stem from the difficulty of the application itself. More often than not, information about a trip abroad reaches human resources too late or doesn't contain the information needed to initiate the process.
Therefore, A1 should be part of the travel organization process:
- An employee reports the need to leave.
- The supervisor approves the trip.
- The company receives information about the country, date and purpose.
- Human resources check the obligation to obtain A1.
- The employee or person in charge makes the reservation.
- The documents are handed over to the traveler.
- After returning, the delegation is settled.
The worktrips.com platform allows you to organize data on dates, destinations, reservations, approvals, and settlements. This allows HR and business travel managers to quickly identify trips requiring additional formalities. The worktrips.com tool helps organize travel so that the information needed to initiate company procedures doesn't get lost in messages, spreadsheets, and phone calls.

Frequently asked questions about the A1 certificate
A1 certificate – what is it?
This document confirms which country's social security regulations apply to someone working abroad. The A1 form, issued by the Social Insurance Institution (ZUS), confirms coverage by the Polish social security system for the period specified in the document.
Is an A1 needed for every business trip?
These should be checked before each foreign trip during which the employee performs professional duties. The lack of a minimum travel time means that even a one-day trip may require an A1. Personal leave, domestic business trips, or just transit are treated differently.
Is A1 needed for a conference or trade fair?
Yes, a company should check and generally apply for an A1 form. Participating in a conference, meeting, trade fair, or training session typically does not constitute secondment within the meaning of the provisions on the provision of services, but the A1 form is still relevant for social security purposes.
Can an employee submit an A1 application himself?
Yes, an employee can submit the application, but in typical secondment situations, the employer does this. Before submitting the document, it's worth contacting the HR or payroll department.
ZUS A1 form – how long does it take?
ZUS may issue an A1 form immediately if it has all the information it needs. If an investigation is necessary, the deadline is up to one month, and in particularly complex cases, up to two months.
What does an A1 certificate look like?
The document contains the employee's details, status, employer information, applicable legislation, validity period, and details of the issuing institution. In Poland, the A1 form is issued electronically by eZUS.
Do you need to print A1?
A printout of a document received electronically from eZUS has the same probative value as a traditional paper certificate. It's worth having both the electronic file and the printout.
Is A1 the same as EHIC?
No. The A1 confirms the appropriate social security system, while the EHIC covers access to necessary health services during a temporary stay.
How long is A1 valid?
An A1 is valid for the period specified in the document. In the standard case of a temporary posting, the period cannot exceed 24 months. This does not mean that every A1 is automatically issued for two years.
Can I get an A1 after I start my journey?
If your departure has already begun, you should contact your employer and the Social Insurance Institution (ZUS) as soon as possible. It's not worth assuming that the document will be automatically issued retroactively. Each situation is assessed individually.
